The short answer
Ask for the test report and a written interpretation against the exact proposed floor system. A number described only as moisture passed leaves the method, location and acceptance requirement unclear. Resolve missing evidence before releasing the affected floor area, and price any proposed moisture-control layer as an explicit system change.
Ask which measurement the report actually contains
For a Saskatoon warehouse or commercial unit, request the report before making the coating start date unconditional. Ask the assessor to identify the method, instrument, units, test times and floor locations. Keep the original readings attached. A summary email saying the floor is dry does not give the supplier enough traceable information to review a disputed result.
Sika's surface-preparation guide distinguishes electronic moisture-meter evaluation, internal relative-humidity testing and moisture-vapour emission testing. It directs readers to product documents and technical support for testing requirements. Use those distinctions to ask what was measured; do not compare unlike readings as if they share one scale. The guide is not a testing procedure for your staff.

Match the evidence to the proposed system
Ask the reviewer to place the applicable product requirement beside each reported result. Sika Canada's Sikafloor-217 page, for example, ties its substrate-moisture limit to a specified meter and prepared surface. That is a product-specific requirement, not a universal moisture percentage for every epoxy floor. A different proposed system needs its own review.
Have the assessor explain which proposed coating areas the report represents and identify any inaccessible or unassessed areas. Record the product-document revision and the person giving the interpretation. If the report lacks the required method or context, request clarification or the additional assessment the responsible specialist specifies. Do not turn an incomplete report into a pass by choosing the most favourable reading.

Treat moisture control as a revised purchase
If the findings do not support the original proposal, ask for the options and their technical basis before approving more material. Sika Canada describes Sikafloor-1620 as a moisture-vapour-control primer with its own substrate conditions. Its purpose illustrates why a moisture-control proposal is a specified system component, not an unspecified extra coat or permission to ignore the assessment.
Request the revised layer sequence, compatibility confirmation, preparation scope, price and schedule effect. Name who resolves any remaining slab or building questions. An illustrative comparison might leave the original coating on hold while the supplier reviews a revised system for one zone. Neither option becomes accepted solely because a shutdown has already been booked. This guide does not select a product or establish PainterzRus testing or specialist installation capability.

Close the review with a decision for each area
Use a short decision record: floor zone, report reference, proposed system, reviewer, outcome and unresolved condition. Choose release, further assessment or revised-system review. Ask the responsible assessor whether changed conditions or a delayed start require renewed testing. This is a purchasing record suggested by this guide, not a substitute for a test standard.
Retain the original report with the final coating documents. Keep moisture acceptance separate from other preparation and operational requirements. Bring the report and zone plan to a commercial coating scope discussion so the next quotation can identify the actual open decision instead of repeating a generic floor assessment allowance.
Keep this for your project
Your planning checklist
- Obtain the method, units, times, locations and original readings.
- Identify the exact system and applicable product-document revision.
- Ask the reviewer to identify unassessed areas and missing evidence.
- Review any moisture-control layer as a documented system change.
- Record each zone's decision, conditions and responsible reviewer.
Can I approve a floor coating from a moisture percentage alone?
A percentage without its method and applicable product requirement does not establish acceptance. Ask the responsible reviewer to connect the report to the proposed system and state which floor areas, if any, can proceed.
